SAN FRANCISCO - Wisconsin utility regulators yesterday approved a revised environmental report for Wisconsin Energy Corp.'s (WEC.N: Quote, Profile, Research) $640 million project to build a 1,000 megawatt power plant to serve growing demand.

Wisconsin Energy began construction on the natural gas-fired, twin unit plant at Port Washington last June, and the project is expected to begin service by summer 2005.

The plant will replace an old coal-fired station and produce electricity for about 1 million homes in eastern Wisconsin, where power demand is rising by about 2 percent a year.

The Port Washington development was thrown into question in January when a Wisconsin county court asked the state Public Service Commission to explain why more environmental information was not developed in approving the project.

Thursday's decision by the PSC found that based on the revised environmental report, the project would not "significantly affect the quality of the human environment and preparation of an environmental impact statement is not necessary."
