Below are highlights of the six priority areas the Commission identified in its green paper, which leaders of EU member states will discuss later this month.
1) COMPLETION OF THE EU INTERNAL ENERGY MARKET
The Commission proposed:
- a "European energy grid code" to allow different national networks to work as one
- a "priority European interconnection plan" which would identify the most urgent infrastructure needs for national markets in the EU
- establishing a European energy regulator
2) SOLIDARITY AMONG EU MEMBERS
The Commission proposed:
- establishing a European Energy Supply Observatory
- a revision of EU rules on oil and gas stocks "to ensure they can deal with potential supply disruptions"
3) BETTER ENERGY MIX
The Commission proposed:
- holding a regular Strategic EU Energy Review with reports to EU leaders and the European Parliament, identifying the advantages and drawbacks of different sources of energy such as coal, nuclear, and renewables
4) ADDRESS GLOBAL WARMING
The Commission proposed:
- an action plan on energy efficiency
- a new road map for renewable energy sources, with possible targets to 2020 "in order to provide a stable investment climate to generate more competitive renewable energy in Europe".
5) BOOST ENERGY TECHNOLOGY
The Commission proposed:
- a strategic energy technology plan to "ensure that European industries are world leaders" in energy efficient and low carbon technologies
6) COMMON EXTERNAL VOICE
The Commission proposed:
- the EU speak with a single voice on energy to the rest of the world
- the EU review and agree to act on infrastructure priorities for its security of supply, including pipelines and liquid natural gas terminals
- a road map for the creation of a pan-European Energy Community with a common regulatory space
- a new approach to working with EU energy partners like Russia
- an EU mechanism to facilitate quick and coordinated reactions to emergencies related to supply
