Norway To Join EU CO2 Scheme In 2008 - EU Source
Norway will submit a plan allocating pollution rights to its industry for 2008-2012 to the executive European Commission, the source said. The Commission on Wednesday makes its first decisions on plans already submitted by some EU member states.
"Norway is going to submit a plan," the source said.
Along with Bulgaria and Romania, which join the 25-nation bloc in January, that will mean 28 countries are covered by the system, which sets limits on the amount of carbon dioxide (CO2) big polluters such as power plants and oil refineries can emit.
Companies buy more rights to pollute if they overshoot their target or sell them if they come in below the cap.
