Petrotec said it had signed a lease on land in the port of Emden and hoped to complete the plant in 2007 at a cost of around 15 million euros.

The company currently produces about 85,000 tonnes of biodiesel annually using waste edible oil which under EU rules can no longer be put into animal feed.

"Emden is logistically speaking an ideal base for exporting biodiesel to Britain, the Benelux countries, Scandinavia or the US," the company said.

"Waste edible fats imported from foreign markets can be unloaded at the pier and directly inputted into the biodiesel production system."

Petrotec has just extended a contract to import waste edible fats from the McDonald's fast food chain in France. In 2006, Petrotec imported around 5,800 tonnes of waste fats from McDonald's French operations, Petrotec said.

Petrotec said on Thursday it has also signed an agreement with an unnamed German fast food chain to collect waste fat from about 260 of the chain's restaurants.
